How to make diffuse maps for apparel like those in the game files?

I tried generating my own with the photo editor I use but when used in game it makes the clothing look all shiny. I assume this has to do with its solidity but I'm not sure, I just assumed that because the diffuse map I was looking at for a vault suit was transparent.

Shininess is controlled by the alpha layer of the normal map, white is very shiny, black is matte and then there are various shades of grey in-between.
