Basic questions from a newbie

Hey all. I am a long-time Xbox player and now have a laptop capable of gaming as well. I have Starfield on both platforms and play on the PC with an Xbox controller when I travel. After 1200 hours of playing this game, adding Creations has made it almost new again. I have downloaded many mods to the Xbox (and dealt with their peculiarities), and my questions are these: do I now need to download all of those same mods to my PC in order to continue to play from platform to platform? I have no idea how to play on a PC via keyboard/mouse, but do I assume correctly that using a controller doesn't preclude me from also using console commands? TIA!

The answers are likely "yes" and "yes", based on similar games I've played (Skyrim, Oblivion,  Fallout 3 & NV).  Though not having an Xbox, I have no idea if Xbox mods will work on the PC version; you might need PC versions of them (which likely exist too). 

Someone in the Starfield forms here might know, though.  At the top of any forum page, click Game Communities (on desktop 🖥💻) -- or tap the menu > Browse > Game Communities (on mobile 📱) -- and look for Starfield in there.
