Problem with Bend Will

So I'm doing the dragonborn questline, and I have to use the Bend Will shout on the Wind Stone. I have it unlocked, but when I go to shout, nothing happens, and my character just makes a 'yah' sound. It happens every time, and I can't progress in the questline because of it.

I take it you have Bend Will set at level 3 already for the quest?

I had the same issue until I figured out I had to hold down the Z button long enough to trigger level 3 intensity.

When you just tap Z, it's level 1. Holding it a bit longer, it's level 2. Holding it down a few seconds, it's level 3 which is what you need for the quest.

No, I only have the first word in order to be able to cleanse the Wind Stone. I am pretty sure thats all you need in order to do it. Simply tapping z gives this effect, and it won't work.

*Shrugs* Like I said. I had the same issue, and I couldn't pass the quest requirement until I did the level 3 version of it.

You can't get all 3 levels of Bend Will until you pass further through the questline than where I'm at.
