TheXXI
I wanted to change the outfit of the priest of Dibella, but I couldn't do anything, they continued to wear default clothes. For example, c created an empty outfit and installed it by Senna, when checking in the game she still wears default clothes. The only mod that is shown in the More Informative Console as Base last changed by is Bijin Aio.esp, I installed it as a master file, but it didn't change anything. What could be the reason? xkkmEl
Try it on a new game. If you see it once with an outfit, save, change the outfit in the CK and then reload, then the change won't be applied. For testing without starting a new game each time, you may wait to use the console to create extra references to the actor, and then delete them. The new instances will have the new outfit applied, though they won't work with the quests that expect the original actor.

I launched a new game, nothing has changed, the priestesses wear default clothes, although Base last changed by is my mod. Hanaisse
According to your Outfit record you haven't given her anything at all. The Outfit record should contain the Armor pieces you want for her, by dragging the armor record from the Object Window into your Outfit. No idea why you have "EditorID" there. scorrp10
An outfit form can be empty. If the base is last changed by your mod, it should work. But maybe she is loaded into some quest that sets her outfit. Did you check the original at the temple, or summon a copy? (player.placeatme 133b7)

Hanaisse
This may be a dumb question but is your .esp enabled and loaded after the bijin mod? Have you tried what Scorrp suggested and summoned a copy?
