Cant mod the game

hi guys. recently i restarted to play skyrim. but i cant mod it. i tried mod manager and mod organiser. even i tried manually moding it with data folder but it doesnt work anyways. can anyone help?

Need to start the game at least once, with no mods, for it to create the various necessary files/folders. Your mod manager needs to handle archive invalidation, most of them do it automatically, some of them, you have to tell them to do it.
