HI! Is there someone who can show me what Ive done wrong with my Fallout 4 mods?

Hi! Im not very knowledgeable when it comes to computers, and a lot of my modding experience has been just kind of shoving things together and then mass disabling/enabling until i found the problem mod. Ive taken a year break from modding fallout 4 and there was a whole NG patch to deal with. Ive had to restart my modlist from scratch due to a computer failure also, so however i had the rules managaed then and my load order are gone anyway. Ive done what i can but Im hard pressed to find out whats doing what now. All I know is the game is crashing before i can get to the main menu. I randomly got it to work two days ago and it was infinitely loading on the garage scene loop with the main screen music on repeat.

Edit: Ive been at this for hours and i barely understand anything i've looked at. I'm currently trying to get the CLASSIC auto crash scanner to work. I moved my steam file out of program files to desk top and now the scanner keeps yelling at me T_T

There are various reasons why a modded FO4 crashes and often the only way to find out why is to disable all mods, start a new playthrough, play until leaving Vault 111 the first time and afterwards reenable the mods one by one. Beginning with the matching version of F4SE. In case of your load order I see almost 290 mods that, judging from their endings, occupy a full mod slot. So that a lot of them have to be flagged as esl or you exceed the mod limit. I, personally, would neither move the Steam folder nor the game to a different location.

Too many mods to know where to look for the problem.

If you are just getting back into modding - scale it back and make sure things work before adding more.

Modding isn't about just adding more mods.   It's an incremental process.

Short answer is you'll need to reinstall from known-good binaries, get the game to run unmodded, then add mods.

After a drive crash and restore, I had some files that were bad or missing, and I had to use the Steam console "download_depot" commands (they are in the guide, you can copy & paste) to fetch them.

Moving your Steam files yourself can cause problems. You might need to let Steam reinstall itself. This page shows how to move your Steam library & reinstall Steam: https://www.howtogeek.com/257472/how-to-painlessly-move-your-steam-library-to-another-folder-or-hard-drive/

The problem could be things like ENB or F4SE that have their own DLLs. If those are bad, the game will crash before the main menu, so uninstall them. You can reinstall once the game runs.

Once the base game runs you can start reinstalling mods.
