Vortex is stuck to download in roaming folder

I have read all the posts related to the downloading of mods from Vortex, but it always download mods in my C:\Users\xxxx\AppData\Roaming folder, and it is my small SSD where there is only windows installed, I do no have enough space to download collections of 50GB or more. I changed the path in vortex to my big SSD where Skyrim is installed, with the file path specified as D:\Vortex Download, but it doesn't matter, it always download in the roaming folder. I can't identify where is the issue.

Does the Apply button get grayed out after confirming new downloads folder path?

Thank you for your help, in fact yes, I don't know why, but the apply button was greyed out, even it was specified the correct path on the download tab, but it was impossible to apply, so I just reinstalled everything and I specified in the MOD tab of vortex the "mod staging folder" which is by default "{USERDATA}\{GAME}\mods" and below it is by default the C:\Users\xxxx\AppData\Roaming\Vortex\skyrimse\mods. I changed that to a newly folder created on my "H:\Vortex Staging" (same drive where Skyrim is installed) that worked as the apply button worked and now the path is correct.

Same in the download tab, I created a specific mod folder on the same drive as Skyrim, and also separated from the staging folder, and the apply button worked also.
