Active and Inactive and Quests [PC]

Hello everyone
I
use about 600 mods and >1000 plugins. Over time, after start new game (> 5.5 game days), quests in PIP-BOY TAB disappear from the end of the list. After reading the forums, I came to the conclusion that "this is how it was intended" (standard mechanic of Skyrim and Fallout), so that the player would focus to the main "quest line". I have 2 questions.:
1. How can I return all missing quests (without going through each of them separately) via the console (set Active)? Maybe there is a mod or a universal console command?
2. Will the missing (Inactive) quests return to the list after completing the main quest line?

Can't you just scroll down the list? I'm using Fall UI, so it might be a feature of that UI. I'm pretty sure I used the mouse wheel to scroll down. I'm not playing FO4 at the moment, so I can't check.

Yes, i have Fall UI. Completed quests also disappear from the end of the list over time.

I'm worried about this, because not only the completed ones disappear, but also the active ones. At the same time, the list is gradually decreasing after remaining "5 days 10 hours of play" to... ~ 5 quests. Markers also disappear from the map. In this case, the missing quest can be started blindly, and then it will reappear.

Are you sure you don't have a mod that's doing that? My completed quest list was pretty long. I'm not sure any disappeared actually. I just had a couple of times where I wanted to verify I had completed a quest and it wasn't in the list, but it might have been a miscellaneous quest.

Disabling 600 mods and 1000 plugins, 1/3 of which are self-written, is almost impossible to verify. I can't figure out the reason yet, and I've been dealing with it for 3 months... ;(
