Skyrim LE: Weapon Racks at Lakeside Not Working

Is this a known issue? I cannot place any weapons on any of the  weapons racks, except a Shield rack in the cellar where I can put a left and right weapon so they criss-cross. None of the others will work, no text appears like "Place Weapon".

I've never really bothered with displaying weapons on racks, but I do recall the Unofficial Patch team spent absolutely ages trying to fix bugs with weapon racks, but I have those patches and they aren't working.

The racks in both my player home mods work, but in this playthrough I have not bought Breezehome yet.

Odd that it works in a mod but not in Vanilla!

As an update, the new racks I added to the Entry Way to the Manor House (converted from a small house at the crafting table thingy outside) were also not working and the pre-existing Shield rack in the bedroom does not work at all.

So I went into the cellar and the Shield Display Rack there let me put the Sword of Falkreath and Daystar on it, criss-crossed and a shield on top.

But the Shield completely obscured the swords, so I took them off and then the display rack was no longer functional.

So I tried some of the upright racks and they worked, but when I took the weapons off they also no longer worked.

This must be the bug the USKP team couldn't fix? Display Racks are a one-shot thing? I put the Axe of Whiterun on the rack at my player home in Riverwood, but when taking it off the rack stopped working. It's meant to hold three weapons, but removing one makes that part of the rack stop working.

Anyway, I put the swords on the upright racks in the Entry Way and they now worked. Going into the cellar and changing cells let them work? But I don't want to take them off now if the Display Racks are going to stop working at all.

In the end, I put a round shield and two Nordic Battle Axes on the Shield Display rack in the back room. I wanted to display all the weapons I get as Thane in each house in each Hold, along with some unique weapons from quests.

This so annoying in several ways.

1. After all these years, the display racks still do not work properly?

2. If you put a shield and crossed weapons on a rack, you cannot see the weapons unless they are two-handed weapons? How do you use a two-handed weapon with a shield?

3. I wanted to display two criss-crossed swords and a shield over the fireplace in the main room of the manor, but there's no rack there!? So I had to do it in the back room where my followers hang out? And one-handed swords are completely covered by the shield anyway!?
