There are mods you create settlers on the spot "build them in settlement" which would circumvent that. I have had settlments wih as many as 60 settlers in the past using those tricks. I now max out at maybe 35 ish settlers as above a certain number the loadon your system cna become a bit large. I have a very strong rig, but even I can feel it in a settlement of 60 settlers.
