the ultimate heist oblivion i cannot use arrow of extrication

I was stuck on the quest on the ultimate heist quest in oblivion, I tried to equip the arrow of extrication nothing happened i got the message saying i cannot use this arrow, So i deleted the save along with other saves, and i went back to a previous save, and turned on the unoffical patch settings on for both oblivion, and the shivering isles tried the hotkey thing, and it didn't solve the problem how do i solve this i tried everything.

This arrow must be used when you're standing on pressure plate in Hall of Epochs, which turns the big elf statue and opens its chest to reveal a switch you must hit. Arrow of Extrication can not be used anywhere else.
