Vortex keeps creating a rule that I never specified, leading to cyclic rules.

In this case, I am attempting to add a rule that Tactical Reload must follow 3DScopes. When I create this rule and then sort, I am told that there already exists a rule in which 3DScopes comes before tactical reload, thus creating a cyclic issue. 
How can I simply add a rule without Vortex telling automatically creating a rule that is contradictory?
