OdralHelvi
Hello, I'm a very novice modder. I've done some tutorials. I've been working with the TES4 Construction Set, building off experience with using the older version on Morrowind a long time ago. I'm not trying to accomplish anything grand. I'm just trying to use the Construction Set to tweak my character's home to suit my needs. I'm running into a common problem, but after doing a few hours of google searches, I'm not finding a solution that I understand. I'm hoping some kind, experienced modder can give me some pointers or at least steer me towards some assets that will help me learn how to fix a simple problem. My Set Up: I'm playing modded Oblivion using Mod Organizer 2, xOBSE, all the Unofficial Patches, and the a graphics overall modlist from Heartland Redux, but not much else. My Goal: I'm trying to make some simple modifications to Frostcrag Spire by adding some additional furniture to the interior. The Problem: The Frostcrag DLC is an .esp file and apparently I cannot create a new .esp file that depends on another .esp as a master file. The Question: Does the Construction Set Extender get around the problem of .esp dependencies? If so, is there a way to use CSE with Mod Manager 2? If not, is there another simple solution or work around that will allow me to make a simple changes to Oblivion DLCs like Frostcrag Spire?
OdralHelvi
I think I figured it out. I ended up using the Construction Set to modify Frostcrag Spire, using the Unofficial Patch as the active file. That seems to have done the trick.

Expand Yes, the Extender eliminates the mess of esmifying and espifying that is required in order to make an ESP a master of another ESP. In the Extender, you simply open whatever you need as masters and that's it. The Construction Set is not a mod, and the Construction Set Extender is not a mod either. Therefore they have nothing to do with any mod manager. Whether or not you can install CSE through your mod manager, I don't know, but that question is likely answered on the mod page of the CSE. It has full installation instructions, also for people who are not experienced with modding. The CSE is a set of DLLs for the original Construction Set, it is not a program in itself. Thank you for the info. I may play around with the CSE then.
