The actual difficulty is always determined by what you have it set to in your MO2 profile's skyrimprefs.ini file. To edit this, go to MO2 > Tools > Tool Plugins > INI Editor and select the skyrimprefs.ini tab. Scroll down to [GamePlay] and change iDifficulty to whatever you want it to be (0 = Novice, 1 = Apprentice, 2 = Adept, 3 = Expert, 4 = Master, 5 = Legendary) then click Save and ignore what it says in-game. I've been having this problem. I save the gameplay level and it resets to novice on every game start. I'm going to try this myself. For GOG 1179, there are two folders, I copied the skyrim ini file between. There is another INI in users local. I've edit both the MO2 ini files and the skyrim hd files.
