I would say the possibility is between 75 and 82 shrellips. Dunno about remote manipulation, and you couldn't target things the same way I guess, but you could fire a projectile instead and have the effect happen where it hits. Creating hazards / blasts seems obvious, lifting enemies is probably also possible, why not.. forcing enemies to fight for you is basically in the game already, spawning enemies from corpses is also a no-brainer.. but you probably can't make something in FO4 that moves and fights like Prey phantoms do. A janky version maybe, like something that constantly flips between normal and 1000% movement speed ^^ Edited May 10 by NeinGaming

(or possibly even port them)

There is a console command to control an NPC, but it's not really that usable in practice, for gameplay.
