Trying to apply archive invalidation on fomm

When i click archive invalidation it asks me if i want to apply it then says something bad... yadda yadda and then gives me a crash report that looks like this (thanks) (also i'm trying to install FWE to fallout 3):

The underlined portion is your problem "C:\Program Files\Bethesda Softworks\Fallout 3\Data\Anchorage" You cannot make changes any part of any program that is protected by the User Access Control. You need to run FOMM as an administrator. To avoid any other possible problems, you should uninstall Fallout 3 and reinstall it and all the DLCs on a part of your hard drive that is outside of "Program Files".
