I don't know how to fix this, I have no mods, I've tried cleaning out vortex, and I have looked for solutions and haven't found anything that helps. At this point I am stuck and can't play the game almost at all because it crashes shortly after starting the game. Please help me with actual advice instead of trying to say to look at other threads because I have already done that and nothing has helped.

There are two basic ways to resolve cyclic rules in Vortex, the first being the 'lightning bolt' conflict indicators, the second being the cyclic interactions graphical display (which I don't remember how to access).  Your conflict is pretty simple - see where your overwrites start AND END with 'Dynamic LOD@default'?  Whenever a mod/texture/etc. loads before itself, that is a cyclic interaction.  The arrows indicate the LO from 'loads before' to 'loads after'.  Find the lightning bolt that is next to the mod that contains 'Dynamic LOD@default', and make sure that it loads AFTER 'after synth@default'.  That should cure your problem.  You have a lot of stuff there that I do not recognize, so you may have to fix other LO problems later.

Looks like Plugins tab group/rules. Go to Plugins tab > Manage Groups in tool bar and rt click to select the reset option.
Maybe clean out your local rule set too, if there's existing user meta leftover from previous use/random collections, etc.
