I've been installing Vortex outside Program Files default path for a while, try targeting (C:)/<new folder>/* next time you reinstall. For now, that's all I got.

 that didn't work either. I'm giving up at this point. I was trying to use the collection "Gate to Sovngarde" on nexus (1756 mods). I'll try a different mod manager like "Mod Organizer 2" or just install directly. Probably not nearly as many lol
