Seems Vortex auto-initiates a full purge when I make certain changes; why and how to shut off automatic purging?

This is because you have two or more mods of different mod types (i.e. what folder they deploy to) that have conflicting files.  For Skyrim (and other Bethesda games) this is usually a mod overwriting Script Extender scripts, or if you have an ENB a mod like PG Patcher's output overwriting the dynamic cubemap.  The offending mods will have an exclamation point next to the other symbol in the Dependencies column in the Mods tab - you might have to enable the Dependencies column to see it, I think it's disabled by default.

There are a few other threads about this if you need more information.

 

Edit: To resolve this, delete/merge the file(s) that are conflicting.
