Caldera Mining corruption quest

Ok here's what happened: I've freed Dahleena (I think that's her name) and the other slaves in the mine. I found the ledger with the evidence of corruption at the Governor's mansion in Caldera. And yet Lethri (I think that's his name) keeps telling me I need to shut down the mine. I found a walkthrough for this quest, and according to it, I've done what I needed to do to complete this quest.

 

Here's what I think happened: I may have done this quest out of sequence (freeing Dahleena before presenting Lethri with the ledger) causing a glitch in the game and rendering the quest unsolvable by conventional means.

 

So my question is what can I do now? I can't reload to an earlier save because I always overwrite when I save. Is there a console command that can solve this problem?

There are two possible solutions I believe to Llethri's quest. The other is to kill the overseer or someone like that. You could try that and see if it works.

 

To establish the journal entry you need to complete a quest you can go into the construction set, list NPCs and open the one who gives the quest. Look in dialogue for the relevant topic and the script associated with it. This gives the journal references and you may add them via the console. I don't have the game at work so I can't look up the specific reference for this quest for you but someone else might.
