You can adjust your load order with it, but more, he can help you to make mods work together in a more smooth way, in avoiding or warning you about certain possible conflicts. It's not very easy to use at first, but frankly, i couldn't play Oblivion without it anymore ! You can find it on TESNexus very easily, but i recommend you to read carfeully to readme and the instructions, it will avoid you many headaches.
