Console won't come up

I press the ~ key and it won't pop up. Yes I have Vista and yes I have that stupid Microsoft eHome infrared transceiver thing. Yes I uninstalled it. But I'm tired of doing that every single day I restart my PC.

 

I want to end this damn thing. I looked all over the internet for the permanent solution and found a few but they don't work. I know there's one that works because I used to use it before my hard drive died on me and I needed a new one. I just can't for the life of me remember what it was.

change bAllowConsole=0 to bAllowConsole=1

 

Do the same to FalloutPrefs.ini

If the above doesn't work then try disabling the infrared thing instead of uninstalling, the fact that you need to keep doing it suggests windows is reinstalling it.

The disable option is grayed out, I can't click it.
