Item effect or script which makes all npc's hostile?

Hello there,

is there some sort of script or item effect in New Vegas which makes all NPC's hostile if you attach it to an item which you are wearing?

Could be an OnEquip block that puts the player in a faction with -100 relations with every other faction.

 

I'd just dupe the Powder Ganger faction, as they attack everybody(?), so it's already all set up.

Some factions won't attack me though (Goodsprings for example). Even with a -100 reputation.
