Unknown mod changed some location names to different language

The title says it all. Some unknown mod changed some location names to different languages.

 

Some of the places I've seen that changed names are the Ragged Flagon, Understone Keep, Fort Dawnguard, cellar in Lakeview house, and Embershard Mine.

 

I know, this is not at all game breaking or something, but it still is kinda annoying. I've already checked Data/Strings, all are English.

I'm also having a similar problem to this, I would have made my own post but I couldn't find out how. But when I am playing skyrim many npc's have names in other languages using multiple accents, I tried what the other person did, but I couldn't find anything to do with mods when I searched up Delphine in TES5edit
