Assembling mods

Hi all, i'm looking for an help assembling a list of mods for oblivion.

 

First of all i own an "game of the year" version with the 2 expansions installed.

I'm not new to modding, i did a discrete job with Fallout 3 but the TES section is simply .... HUGE !!! Modding FO3 was a little bit easyer because of the less mods .... the TES section is a dungeon ;D

i've already founded mods adding mobs/bosses , experience modifications and spellls that suits my tastes.

 

So, basically i would like to have the following changes :

1. Better character models and textures ( i usually make a female character )
   
2. Some world textures , nothing ultra heavy
   
3. Better NPCs
   
4. Reworked/new armor/clothing sets
   

 

Can anyone suggest me a list of compatible with each other mods for this modifications ?

And also is there any gameplay/zone/quest mods that i must have ?

Mostly new races, the modified character's mods doesn't really pleased me.

It's Qarl's Texture Pack 3 Redimized. It's redimized, so it's good and not really heavy.
