Missing Load Screens and Mini-Freezes

Hi, all. I am completely new to modding. I installed a bunch of mods and I'm having suprisingly few problems. I typically takes longer for my load screen to load than it does for the game to load. When loading a saved game, I get a loading screen as normal. When transitioning from inside a building to outside or from in town to out of town, I get the black screen with my level indicator, and sometimes a little smoke, but never an image or the lore tidbit. The smoke is about 50% of the time, and it doesn't show up until the loading is almost finished. Although, I have an SSD, my games aren't stored there. My load times are terrible, but they certainly aren't instant. I have installed high definiton textures for all kinds of things.It seems like my game is loading the new area before it's loading the load screen. The only mods that I have installed that effect the loading screens (that I know of) are Lore-Based Loading Screens and Conan Hyborian Age (I noticed it adds load screens into the mix). Neither of those provides any insight as to why in-game loading screens would not load.

Another issue is, sometimes my game freezes for just a second or so. Everything in the game just stops. It never lasts more than a full second, but it happens often enough to be frustrating. I have tried intalling some "optimization" mods, but it didn't seem to help, it just upped my FPS indoors, as far as I can tell.

 

Any help anyone could give would be greatly appriciated.
