Your vendor must be of a merchant class.

He must be placed in the world before you proceed.

He ought to have more than 50 gold.

He ought to have certain kinds of goods to buy and sell checked.

Your vendor chest must be placed in the world and have persistent reference checked.

Double-click on your merchant.

Select "Merchant Container."

Use "Select Reference in Render Window."

Point cross-hairs at your chest and shoot it twice in rapid succession.

If your merchant has responsibility below about 30, he will be a fence and will buy stolen goods.

If you'd rather not make a merchant, I have a starter esp with a merchant ready for items to go into her inventory. You just add them to the correct container, make sure there's something other than 0 in the value field so the items will show up, and that's it.

In case if you haven't got it yet here is an easy way that I use...

1. Open up GECK and load the .ESP that you want (Make sure to set it as the active file).

2. Go to the Cell View window and find the interior cell "VenderChestsCell" and double click it.

3. Now go to the render window and hit "A" to give the cell some lighting.

4. Search through the chests and find the Merchant you want to use. (I like to use Seagrave Holmes)

5. Copy the chest with CTRL+C and go back to the Cell View window.

6. Find the cell that your Merchant is stationed in (Seagrave Holmes is in the cell "RCHanger")

7. Paste the chest with CTRL+V and double click it to bring up the dialog box.

8. Click "Edit Base" and rename the ID of the chest to some like VenderChestMyVender and click OK (MAKE A NEW OBJECT!!!).

9. Go back to Edit Base and DELETE everything thats listed in the Item List.

10. Drag your creation into the item list and click OK.

11. Save, launch Fallout and the Merchant should have it in his/her inventory.
