No speech

In all my Skyrim saves there is suddenly a lot less speech from npcs. They won't ask me how I am and/or bother me with their lifestory. It's even impossible to start a new game since the imperial, can't remember his name, won't even ask me: "Who are you?"

Correction: I can't even get off the wagon!

What's going on?
