Your savegames will be stored in My Documents\My Games\Oblivion as .ess files. I would compress your chosen save with winrar or 7z along with a readme file giving folks relevant information about your character and any essential instructions such required mods (if any). Then under your Nexus login just select 'Add New File' on the right and select the Saved Game category from the drop down menu and fill in the required info, once this is done and submitted you will be taken to another screen where are given the option to add files/screenshots etc.
