Elsweyer Border Removal

So I've been going through Elsweyer Anequina made by Iliana, its a brilliant mod, but one of the huge parts that bothers me about it is that you actually have to remove all the borders yourself. Is it possible to go ahead and make a mod that removes only part of the borders, so you can have access to elsweyer, and draw new borders around it?

 

Because its kind of bothering me that I can fall through the world.

I would also like a mod like this, because i have the GOTY Version of Oblivion (Not sure it matters though) so it wont let me disable border regions.

Open this file: My Documents\My Games\Oblivion\Oblivion.ini

Then search for 'border', you will find these lines:

bBorderRegionsEnabled=1
.........
bEnableBorderRegion=1

 

If you don't know which enables border, just disable all of them by putting '0'(1: enable, 0: disable).
