I've seen some work on women's clothes in oblivion which weight the chest area to make it move slightly as the character moves. Now is there no way to apply this technique to a flail or whip? I'm not a graphic artist by any definition of the word, but it would seem to me that if it is possible to make something like that, it would be transferable to a weapon in some manner.
