Some data files not working

Hey.

I've tried installing this sound mod http://www.nexusmods.com/fallout3/mods/1287/?

 

and this scope mod

 

http://www.nexusmods.com/fallout3/mods/9265/?

 

, but they are not working. I have archive invalidation and corrected the FALLOUT.ini. My own theory is that it is not working because some of my esps are already using another file for these. These two mods don't use esps. Any fixes?
