Recently I've really gotten into the modding aspect of Fallout 3, and have downloaded plenty of weapon mods. I was delighted to find this mod here: Arm Mounted Weapons, by rjtwins

 

As the title says, it adds some weapons which are not really held, but rather mounted directly on the arm like a huge elbow-length glove. I love video games, and therefore the possibility of adding weapons from other games into Fallout 3 is an idea that has really sparked my interest. Alas, I have no experience with modding or 3D modeling, and is therefore not capable of doing much more than changing the ammo capacity and damage of existing weapons. Anyways, I have a lot of ideas, and I'm hoping someone would catch onto them and turn them into something playable.

 

 

Metroid series

 

WEAPONS

 

Arm Cannon w/Power Beam

Description: A basic arm cannon. Fires small orange energy spheres, like a shorter plasma ray. High rate of fire, good accuracy, low overall damage. To make up for this, it doesn't need any ammo. It simply converts stray particles into power using an in-built mass/energy converter.

Arm Cannon w/Plasma Beam

Description: Much more powerful than the standard Power Beam. Shoots a thick laser beam which creates a small fiery explosion upon impact. High damage, incredibly accurate. Low rate of fire, like when a Tesla Cannon is used in God Mode. The Plasma Beam is not as powerful as the Tesla Cannon, however.

Special: Deals fire damage

 

Arm Cannon w/Ice Beam

Description: Similar to the scrapped Cryolator. Like the arm cannon in general, the ice beam is incredibly accurate. This beam comes with medium power and rate of fire, but adds a freezing effect to mix things up.

Special: Freezes enemies

 

Missile Launcher

Description: No, not the one we've already got. This one is built into every arm cannon. I am not sure how feasible this would be, but it is essentially an alt-mode. Since the arm cannon is so accurate, the right mouse button is not needed to steady your aim. With this baby installed, right-clicking would instead replace the various beams with missiles. If that doesn't work, just make it a separate weapon. The front of the cannon opens up, and the matter/energy converter loads the missile ammo. The missile is thinner and faster than usual. It reloads faster than the conventional missile launcher, at the loss of power per missile.

Special: Shoots smaller, faster missiles.

 

ARMOR

 

Power Suit

Description: The suit of armor that Samus Aran (main character of the Metroid series) wears. It features powerful energy shielding just slightly beneath basic Power Armor and increases the Energy Weapons and Big Guns skills as long as it is being worn. It is much lighter and more durable than standard armor, however.

Stats, main: DR 40, WG 35, HP 2500

Stats, helmet: DR 6, WG 4, HP 250

Effects, main: +1 Charisma, +6 Energy Weapons, +3 Big Guns

Effects, helmet: +1 Charisma

 

Varia Suit

Description: The upgraded version of the Power Suit, and the most iconic Metroid armor. Enhanced shielding, good durability, stat increases... this armor has it all. It has only one drawback: Those huge shoulders make it a bit heavier than its unupgraded cousin.

Effects, main: +1 Charisma, +8 Energy Weapons, +5 Big Guns

Mega Man series

 

Note that because of the cartoony Mega Man style, these will need to be re-designed with grimier textures and stuff.

 

WEAPONS

 

Crash Bomber

Description: A spike-shaped missile with half a sphere at the end. It sticks to walls and detonates after a set time. If it instead hits an enemy, it explodes immediately.

Ammo: Missiles or grenades

Skill: Big Guns

Special: Sticky

 

Metal Blade

Description: A throwing knife... except it's a saw blade! Cuts right through armor (and your poor limbs).

Ammo: New type, metal alloy

Skill: Unarmed

Special: Ignores damage resistance. Will not "explode" limbs, only sever.

 

Time Stopper

Description: Works like the bullet time mod. Slows everything but the player and eats energy cells like crazy while in effect. Useful for dodging incoming fire or get to cover without being shot in the back.

Ammo: Small Energy Cells

Skill: None

Special: Can not switch weapons while this is in effect, as it is a weapon itself.

 

Quick Boomerang

Description: Boomerang-shaped throwing knives. Features virtually no reload whatsoever and travels far without falling to the ground.

Ammo: Metal alloy

Skill: Unarmed

 

ENEMIES/NPCs

 

Metal Man

Description: A truly cutting-edge robot, if you will pardon the pun. That's right, this badass robot doesn't bother with all those funky energy weapons. Instead he wields his saw blades in combat, to devastating effect. They rip through power armor in seconds. His combat strategy is simple: He keeps his distance and moves around as much as possible to avoid incoming fire. As soon as there is an opening, he throws one to three blades. He can be though to take down, but since Metal Man is made of, well, metal, his own weapon is ironically very effective against him. When defeated he drops his unique armor and helmet for the player to use, which have good DR and low weight.

Important skill: Unarmed 100

Other: Metal Man is intended as a unique, high-level encounter. He will immediately enter conversation when encountered, giving a short speech about "honorable combat", then immediately turn hostile. While fighting he does not threaten the player like other hostile characters, but rather boasts about his own skill. He also asks if the player is impressed.

 

Flash Man

Description: A quirky character. This guy has only got a basic energy pistol as his sidearm, but boy, does his main weapon make up for it! This guy is the only person capable of using the Time Stopper besides the player, meaning that the first time he is encountered, any player is bound to be surprised. The Lone Wanderer suddenly comes face to face with what everyone else fears -- the slow motion effect of VATS. Like Metal Man, his apparel can be looted when defeated. It is nothing more than Power Armor with different design, however, and Flash Man is relatively fragile compared to other high level Power Armor wearers.

Weapon(s): Time Stopper, Laser Pistol

Other: When Flash Man uses the Time Stopper, it functions the same as the bullet time mod when it slows everything and also disables the use of VATS. If possible, it should not slow Flash Man himself, giving him time to pull out his Laser Pistol before the effect goes back to normal.

 

Crash Man

Description: A robot that relies on explosives to get the job done, specifically an arm mounted missile and grenade launcher. He will try to get as close to the player as possible so that his missiles have a bigger chance of actually hitting the player directly. He is resistant to bullets and explosives, but energy weapons deal good damage. Crash Man's armor boosts the Explosives skills when equipped. His helmet has a very high DR stat, but actually lowers perception by 1. I mean, look at that visor. It's cool, but not very practical given its angle.

Important skill: 100 Explosives, 90 Big Guns

Other: Because of his low perception and unwillingness to pursue, Crash Man is easy to hide from if the player decides to flee.

 

Quick Man

Description: Here he is, the quickest robot in the Wasteland! Zipping around like a Yao Guai on steroids, this guy is extremely hard to hit. Instant-hit weapons like the Laser Rifle is recommended. Quick Man's armor has low DR, but boosts agility by 2!

Weapon(s): Quick Boomerangs

Important skill: Unarmed 80

Other: Quick Man is the fastest enemy there is, bar none. He will run back and forth at an incredible speed in unpredictable patterns, requiring the player to either lay mines or use laser weapons to hit him.

 

ARMOR

 

Metal Man's Armor

Description: Exactly what the title says. Has saw blades around the shoulder joints. His helmet makes him look somewhat like a dentist.

Flash Man's Armor

Description: Nothing special, but a nice alternative design to the normal Power Armor.

Crash Man's Armor

Description: The spike-shaped drills are not attached, since those are really part of the Crash Bomber. The tip of the helmet's visor can be seen even in first person mode.

Stats, helmet: DR 10, WG 3, HP 100

Effects, main: +20 Explosives, -1 Agility

Effects, helmet: -1 Perception

 

Quick Man's Armor

Description: Features a large V shape on the helmet, otherwise basic armor. The speed boost is nothing to scoff at, though. This is not a Power Armor variation, and therefore the Power Armor Training perk is not needed to wear this apparel.

Effects, main: +5 unarmed, +2 Agility, player run speed x2

OK, that's all for now. Just a few things from Metroid and Mega Man, but I'm sure there are other games out there dying to be Fallout'ed. :P

lol, thats almost too much nintendo, almost.

May as well go for mario overalls.

 

Anyway some of those look good, maybe if they were made less cartoonish.

@Napalm42: I believe someone made a Gunblade mod, at least. Wouldn't be too far of a stretch to mod a Chinese Officer's Sword into a BFS. When you say Altair, you mean this guy, right? Yeah, he would be pretty cool.

 

@Jinxxed0: Yeah, I realized that there was a lot of Nintendo ideas about halfway through. But so what? The Metroid stuff should fit in nicely, while the Mega Man characters would need some redesigning to fit the grim and gritty tone. I deliberately skipped the entire Mario series because, well, there's really no realistic war or sci-fi elements in it at all. :P And unlike a bit of fancy armor, bright blue overalls would look pretty silly.

 

 

Hell, let's add some Halo weapons and armor as well so we can cover all the big franchises.

Altair's outfit has been done for Oblivion, so it's mostly a matter of porting it over to FO3(with permission, of course). Though personally I'd prefer something custom made. Inspired by Assasin's Creed, yes, but clearly made from patched-up bits and pieces, a true Wasteland Assassin outfit rather than a direct re-creation(not that there's anything wrong with that, I just like the look and lore of the Fallout series).

 

@Katuko: Bright blue overalls would indeed be a very poor fit. But dirty, faded, battle-torn and blood-stained overalls on the corpse of a drug-addled plumber somewhere underground, that's not such a bad idea, really. Makes one wonder what he might've been doing when he thought he was jumping on Goombas or throwing fireballs at flying turtles. :devil: Make no mistake, wether as a cameo or full-fledged, quest drivven mod, dropping Mario into the Capital Wasteland has so much potential.

The metroid items sound awesome, and Megaman Based weapons and such sound great.

 

Maybe with the Mega-Buster they can script a charge-attack if either you've gone so many seconds without firing or by holding down the mouse button?

 

I know you didn't say you wanted a mega-buster, but a mega-buster, X-Buster, X-Buster Enhancements (Ala Weapon Mod Kits), and Mega Man/X armor would be awesome.

 

I'd also like to see stuff from later X-Series games, like Zero's beam-melee-weapons (Fans, Scythe, Knuckles, Glaive, etc.), Axl's Pistols, and of course X's Command Mission armor and Enhanced Armors from all the X-Series with appropriate buffs/debuffs.

 

Like while Gaia armor would increase DR to an ungodly amount, it would reduce agility by 5 when worn.

 

Blade armor would give bonuses to Agility and Melee Weapons, but penalties to Small-Guns, Big Guns, and have a moderately low DR.

 

Shadow Armor would give bonuses to sneak, small guns, agility, unarmed, and melee, but give low DR, penalize big guns, explosives, and Speech/Barter (Who would trust a guy in black armor with his face obscured?).

 

Zero's Armor would boost Melee, Unarmed, agility, and Luck (He's "died" how many times in the entire X series?), but reduce gun skills (He almost never used the Z-Buster), Speech (He's not the most eloquent Reploid in the series), and only have moderate damage resistance.

 

Zero's Black Armor would build on the buffs of Zero's Red Armor, and lessen the impact of the penalties, and would be suitably hard to obtain.

 

Axl's armors (White Armor being more buffage, less penalizage) would buff Agility, Small Guns, Energy Weapons, Luck, and Perception, and have lower damage resist than Zero's Armors and penalize Big Guns.

 

I can go on and on, but I'm a Megaman Fanboy, so I'm sure my rambling's gone on enough.

 

I fully endorse this thread and the possibility of megaman mods for Fallout 3! And it can be somewhat integrated into existing lore, such as being Experimental Cyborg Chassis designs which were converted into power-armor by the commonwealth and/or enclave.

@Sehvekah: have you seen that "realistic Mario" project? The concept art for that thing looked very realistic and dystopian.

 

@Foxxieboy: I was thinking of a charge function for the Metroid arm cannons, but i decided to leave it out. I'm not sure why. Do you believe me if I said I actually forgot about Mega Man himself while writing out his other weapons? :P I haven't played the X or Zero series, so I can't really comment on those characters before I've read up about them, but it sounds interesting.
