If you want NPCs to stay where you place them, then yes, they'll need navmesh. I don't know the exact way the game handles no navmesh. Sometimes the NPCs will just do nothing, other times they'll 'jump' into the nearest navmesh.

 

As far as the rest of that, good luck with the scripted vehicle, that'll be a pretty neat thing to see. I don't know about keeping them off radar. Do you mean mod added or just the HUD compass? The only way I think to keep them off the compass would be to artificially lower perception while 'riding' to prevent them from showing up. To be perfectly honest I rarely use that, because it's too small to be a practical method of seeing whats around (for me).

OK. thanks again for all your help. One more question. What do I do if there are no selectable vertices or edges in the area I need to navmesh?
