Something like this?

There's several skin retextures/body replacers and so at Fallout3Nexus.

Also poking with settings in the race menu can make the skin more/less brownish.

The in-game character editor is very limited, while the GECK lets you edit more precise, and allows you to move values past their extremes. Clint Eastwood wouldn't be to hard to make in GECK. Just do a lot of tweaking until you get it right.

You have to make a new NPC. I suggest you use an existing NPC that most physically resembles the character you want to create as your base, edit it to your liking, and create a new form.

I was wondering the same thing, how do you create characters in the G.E.C.K., I wish to create a really good Clint Eastwood. But I just can't make his eyes squinty enough in game, or make wrinkles outside his eyes.

You make an NPC in the Race that you want your player character to be. NPC creation allows you much finer controls on shape and coloration of the face and head than in game character creation does (though there is a mod that makes that process very similar http://www.fallout3nexus.com/downloads/file.php?id=6460 ).

 

When you are satisfied with the look of your NPC then save it as a character facegen.
