Framecap at anything below 61 fps, and the physics will be fine.

 

For best results, cap your framerate to your minimum framerate and add "ifpsclamp=xx" to your ini, with xx being the same as your cap. So if you cap your fps at 30, you'll have "ifpsclamp=30". Goes under the very first category in Skyrim.ini

 

ifpsclamp Syncs the game engine to the set framerate, which gets rid of that horrendous microstutter (which is always present, with it's noitceability varying from PC to PC); makes things much smoother.

An ENB can allow for framecapping, but in my experience, it causes the framerate to go crazy (going from 1fps to 30 to 15 to 1...Etc). Using an external program such as RadeonPro will allow you to have a stable, capped framerate.

What is this "physics will go crazy" thing?

Never seen something like that happen.
