Why Bandits take so much time to kill me?

Can someone help me to understand why Bandits take so much time to kill me

The case: I'm naked, taking attacks from a Bandit Warrior (Bandit - you name it, from OBIS), on Adept, at the same level as I am (4)

 

I crancked up to Legendary to see if that helps, but it hasn't..
It's strange because a Draugr deals way more damage D:

I think only OBIS, in my mod list, changes how the bandits work, but it may be some else at this point, I don't know..

 

On OBIS page they told me OBIS wasn't the cause..

I'm using MO

Its not because of mods, its because of Skyrim.

If you enter a dungeon at level 4, you get level 4 bandits.

If you return to the same dungeon at level 80, the bandits respawned are still level 4.

Imo this is immersion breaking but the only way to go around it is not to enter any dungeon until you are high level, but at that point whats the point in even playing the game and doing those dungeons anyway?

 

I also asked about this issue almost a year ago, and people had no answers for it back then either, its a normal feature of the game that everyone else seems to accept.

Mmm, but cell spawn resetting mods like immersive creatures change that, right?

But I mean, they're at the same level as I am, how come they deal me so little damage at level 4? D:

 

Can you suggest me any mod that improves Bandits damage (specifically bandit becuase other creatures/npc deals a good amount of damage)?

I'm doing a more in-depth test..

 

Using the first bear of the game you find (in first cave you enter with either Ralof or Hadvar) on Legendary:

- Skyrim Legendary Edition (which are all DLCs + Alternate Start) -> the bear kills me in 3 attacks

- Modded Skyrim (Vanilla Skyrim + Mod list below) -> the bear kills me in A LOT of attacks (i don't even know since i don't want to wait to die)

Ok that's strange.. With Vanilla Skyrim, when i reload the game, a savegame just before the Bear in the Helgen Keep, it deals me about no damage at all, even on Legendary.. If I go from the savegame just at the entering in Helgen Keep, and go trough all soldiers and get to the bear, that bear, on legendary, almost kills me in 3 attacks (or less if powerful)..

 

Someone can test/confirm this?

 

With Vanilla Skyrim I mean, SKSE, all official DLCs and Alternate Start (option chose: I get caught at the border illegally)
