A definite thumbs-up to Dkamm65's list. All four of those items should be on your top-priority list, without a doubt!

Aesthetically, a smattering of mods I'd recommend are:

ImpeREAL City -- dresses up the Imperial City without adding anything new (i.e., no new textures etc.) and is more or less guaranteed to work with any other mods you might throw into the mix. It is nice because it does add a more majestic and active feel to the city.

Also offers 2 additional add-ons--ImpeREAL forts and castles which are also nice if you like the main one. Note that there is a particular version of the forts (or castles) which works with Lost Spires, if you chose to nab that as well.

Cosmetic Compilation -- an excellent mod for making your characters, and virtually all NPCs in the game, much (much much much) better looking.

Natural Faces -- offers higher resolution skins for character and NPC faces that make an astounding difference to the overall quality.

NOTE! Cosmetic Compilation (above) already includes this mod, so if you chose to forgo that one you should still take a good look at adding this to your mod list!

Book Jackets -- a simple but high impact re-skin of all the books in the game. This mod definitely helps with indoor atmosphere, even if it is subtle at times. A simple but solid graphic mod. You can choose either the standard or hi-res versions as you like.

Themed Loading Screens -- a simple but nice mod that links the text of the loading screens with, you know, screens of an appropriate theme. Consider how many times you'll see a loading screen in the game and you'll come to appreciate the value of a mod like this. Simple but sweet.

For a couple gameplay or game enhancing (non-graphic) options you might consider:

ArmoryLab -- adds rooms connected to the purchasable houses in-game, providing access to an armory (for displaying equipment on mannequins--show off your bling!) and a laboratory. The lab is really nice if you use alchemy to any extent as it provides an alchemy component sorter (even by effect) and alchemy apparatus, as well as enchanting and spell-making altars (provided you have access already to these via the University).

Drop Lit Torches -- ever hated having to fight in near total darkness just because your torch tucks away when you pull out a shield or wield your two-handed staff of uberness? Fret no more as you toss your lit torch onto the ground, providing a dose of light. For some characters I've found this to be a real quality-of-life type of mod (and not so important for others, aka, the mage who uses light or night-eye all the time). Even in the less important cases you'll be surprised when a thrown torch can come in handy.

L.A.M.E. (or Less Annoying Magic Experience) -- not a mod for everyone but one that I've really taken a liking to thanks to, well, the magic system being less annoying (it works!). It has a lot of features, many of them optional, but is well worth exploring if you would like a bit more fluid magic system than the default.

S.P.A.M. -- Probably the one mod that keeps me playing Oblivion anymore, SPAM alters the leveling system to be much more naturally suited to whatever character you have built. Gone are the grinding of minor skills just to eek out +5's, but also are gone the notion of always getting a +5 in each attribute.

In essence, you get to play naturally and level naturally in a manner that feels very right (similar to how Oblivion should've been from the start, IMHO). Again, not a mod for everyone but for some it provides a serious quality-of-life fix for the game play. I strongly recommend checking it out by testing a character through a handful of levels to see if it has appeal.

There are competing mods but I like how this one is very straight forward and doesn't mess with other things outside of the leveling process itself. I also like how the leveling is still an active process, whereas some similar mods hide the leveling entirely and just bump up your stats (no decisions to be made sort of thing).

Have fun!
