Enemies are rarely attacking me

So I have been playing New Vegas for a while now and only recently have the enemies stopped attacking me. It happens all the time and it kinda ruins the game for me. What will happen is that I will see an enemy that is within pistol killing distance and start shooting then the enemy will run to one of its peers and then just continue to walk around as if nothing has happened. The only time they will attack me is if i'm within melee distance of them. All help is appreciated. Here is my load order.
