David Brasher
I don't know if anyone really spends much money on modding software. You have to buy Oblivion of course. Some people buy Photoshop, but you can download GIMP for free. The real monetary challenge is buying a computer powerful enough to run Oblivion the way you like it. LHammonds
I use PaintShop Pro for my graphics editing program but that is mainly because I bought it for use with my digital photos. When I started modding, I was already VERY familiar with PSP and stick with it rather than using GIMP as my primary editor. I do however have GIMP installed for certain tasks. The only thing I purchased solely for the purpose of modding is CrazyBump. The rest of my toolset is free: Blender, NifSkope, Construction Set, DDS Converter 2, TES4Files, 7-Zip, ESPluginCracker, Oblivion Mod Manager, Readme Generator Every mod that I create and upload has a "Tools" section which list every tool I used to create that mod with links to them. The credits section lists the mods and authors for the resources I used.
