I'm trying to figure out how exactly does a person go about create mods with new races, weapons, armor, and the works. I played with the Fallout 3 CS already so I know how that works but Meshes, retexturing, how does all that work? Secondly, how does someone implement it? I've always been interested in this, even have a few good ideas but never undertsood.
