phoneyLogic
Did you install PL via steam or DVD. I'm asking because there seems to be corrupted install or misplaced files. Welcome to the forums 8)

phoneyLogic
Have a look >>here<< and move the DLC to the Data Folder.Or the downloaded files itself might be corrupted and you need to download it again.

csb
What the link was showing was that online installation does not install to the same place the actual game is in. Therefore, Fallout3 can't find the DLC content and KABOOM! If you installed with Windows Live (or maybe even Steam? Don't know, my installs are all from DVD) download, the DLC content does not load in the regular Fallout3 Data folder! You have to manually move them, or get the utility from Fallout3 Nexus that moves them for you. It also disables Windows Live (no big loss IMO). Conspiracy theorists are no doubt blaming it on Microsoft and Bethesda (really, it's Vault Tec! So stop with the Evil Empire-Bethesda rumor! ) You should also get Fallout Mod Manager (FOMM) by Timeslip. It is a must-have utility to manage your Fallout3 mods.
