The farther your view distance, the greater impact on performance. Depth of Field mods tend to add blur to objects farther away. The more distant objects and world spaces are, the blurrier they will get. I don't ever use them because of the impact on realism (lessening it in my opinion), but I would assume that because objects in the distance are blurred it takes less work for your video card to render them and thus you will have better performance.
