Synaptiq
Well all in all, I went ahead and decided to get the DLC's out for the game, oddly what I wouldn't expect is that all the DLC's seem to have actually added a lot of stability to the game... everything has been playing relatively decent and literally without crashes. I've still gotten the occasional BSOD, though I think its mostly from other things, so far it seems that Fallout3 literally dislikes ANYTHING that uses any sort of visual or audio support that's not a 'standard' codec/feature of Windows. Steam's overlay seems to, Skype's audio codecs, any flash videos loaded into Firefox, lol, as silly as it sounds with pretty much everything closed that doesn't use any sort of extra video or audio things, Fallout 3 plays flawlessly pretty much, without even so much as a CTD for me.
