mole rat challenge for survival guide

I use the repellent stick on over 30 or more live mole rats in a half a dozen places in the wasteland and the game only sees the minimum amount of 7 hits with my repellent stick, giving me a B rank survival guru always when I do the survival guide challenge or mission!..

 

Why is this and why can't the game count properly?

 

I have FOSE installed but forgot which of my mods requires it!..
