Leading NPCs do not move

After starting a quest (The Order of the Virtuous Blood) where the NPC tells you to follow him, the NPC doesn't move, and instead follows you around. Is anyone else experiencing this?

The Issue:

 

Not only does this happen in The Order of the Virtuous Blood quest, but I just found out that in every quest where you are supposed to follow the NPC to a specific location, the NPC follows you instead. Anyone know the issue?

Steps I've taken to fix this problem:

 

1. Disabling all mods in launcher before opening game in both obse and regular, did not fix the problem.

 

2. Disabling mods one by one in launcher, did not fix the problem.

 

3. Disabling all mods + DLCs in launcher, did not fix the problem.

 

4. Wait 48 hours in game, did not fix the problem.

 

5. Create clean save and reload the game doing all the previous steps, did not fix the problem.

 

6. Deleting all custom saves, leaving only the quicksave and autosave of main character, did not fix the problem.

 

 

 

Any ideas what the issue is? It's impossible to play the main quest line where I have to follow Baurus if he follows me around 20 steps behind me.

Anyone? Oh well, if this problem can't be fixed by itself, is there a way to skip the quest that requires you to follow an NPC to a location, perhaps a console command?

The UESP Wiki: Quests page is your best bet (the Order of the Virtuous Blood quest page is found on the Imperial City page for example ... notice it offers no clues as to your original problem but the quest ID is shown at the top of the page and quest stages are outlined in the table at the bottom). Info on console commands can be found on the UESP Wiki page Console Commands. Note that you can do more damage than good indiscriminately using console commands.
