character runs super slow

when i play fallout 3, my character runs in somesort of slowmotion. its making me mad because its not the game because the npcs can run normal, and the pipboy menu is normal. but the running, pulling out the pipboy, putting it away, reloading, switching guns, etc are super slow. could this be a problem in the ini?

If the NPCs/creatures are moving normally, it probably isn't an overall frame-rate issue. So the next in line would be textures -- if you are using high res textures for Pipboy, armor/clothing worn and/or a body mod with high res textures, that would slow the rendering process.

 

Also a consideration: NPCs/creatures don't seem to have the same in-game weight restrictions PCs do. Encumbrance (the weight carried and armor worn) seem to play a factor in calculating both the PC's running speed as well as the jump height/distance. There are mods that can affect that as well by making adjustments to movement rates (Arwen's Realism Tweaks, for one, does this).

first thing that come to my mind after reading this is that you are carrying to much stuff, so check if thats not the issue.

 

If you want to handle this the dirty way and don't check whats causing this u can always type in the console "setgs fmoverunmult x" x is 4 by default, higher value here will make you move faster. 5,6 are okay any higher and the running animations starts to look stupid.

i dropped everything i had and still slow. its like my character is stuck in half matrix, half wasteland.(lol) i think its one of the files in MY GAMES----> FALLOUT 3-------> INI, prefs, render info.
