GECK won't add new topic to existing NPC

I'm trying to make a passport that will make the player get his guns onto the casiono's. I have made the item and topic, but I can't get the topic show when I talk to the casino greeters. I've set the condition so that only the greeter says it too, set the priority too a 100, but it still won't work. It shows in the dialogue tree too, and I have linked it from the thing the greeter says first so it's in the right tree. I'm sure that I'm doing something wrong, but I don't know what. Help?
