Yes and no. Yes you can make hairstyles available to other races, but no a hairstyle from one mod cannot be used by a race from a different mod. This is what is known as "Mod Isolation" and has to do with the way Oblivion references ID's.

 

However, there are ways around, like importing the hair style or race into one or the other mods, or creating a new mod. This is not particularly difficult (importing hair is much easier than importing a race). However, there are already LOTS of hair, beauty, and appearance mods out there, and some Merges of several mods, so take a look before diving in to something that may already have been done for you.

Actually, it's not too difficult.

 

 

For your OWN PERSONAL USE:

#1 Make a copy of the original race mod and keep it safe so that if you mess it up you can easily overwrite.

#2 Rename the mod so that it will not be confused with the original

#3 Open two mods at once. Set your copy of the original race mod as "Active" but also double-click the mod with the hair you want.

#4 Find the hair you want from the non-active mod, Right-Click and select "Duplicate"

#4b Give your new hairstyle a new name. This imports the hair style into the mod.

#5 Make sure the "Playable" box is checked, and the "Can be Male" or "Can be Female" (or both) are checked as appropriate.

#6 Save

#7 Open the Race menu, click on the "Body Data" Tab, and move it to the side of the screen.

#8 Open the Hair menu

#9 Drag your new hair style from the Hair menu to the "Hair Styles" box of the Race Window

#10 Save
