Toolset is also a lot NOT like modding TES4, it's a different company and a completely different program to edit things, the closest thing to it would be nwn2's toolset, and it barely resembles it. The only time I've ever changed anything through a toolset was in the Witcher where I changed the main character model. Other than that I'm really in the dark. I'd be really interesting to see this, if anyone can do it, frankly I'm sick of seeing Ren's hair in every game. It's nice hair, but I tend to like sticking to vanilla. Anyways, to the point: there's a builder wiki (you can get the link from the toolset itself), there's also the tutorials here and in damods. Adding a new hair doesn't seem to be any difficult once you have a model, you would probably want to look at chargen-changing mods like vibrant colors or chargen package and see how it's done. There's a mod that's starting to add new hairs to the game, saw it while skimming stuff recently.
